Background:
The Green Partnership Fund was established in 2004 to further the goal of implementing natural resource and sustainable agriculture conservation for the citizens of Fircrest, Gig Harbor, Lakewood, Milton, Puyallup, Steilacoom, Sumner, University Place, Tacoma, and unincorporated Pierce County. The fund was established in cooperative efforts of the City Council, the Pierce County Council, and the Pierce Conservation District Board of Supervisors.
Fund expenditures are governed by Chapter 89.08.220 RCW (Conservation District Spending Law), and Districts under the direct oversight of the Washington State Conservation Commission, a legislative commission. District mandates are established in State law, and through ongoing guidance from the State legislature.
The Greater Tacoma Community Foundation invests in the community through grants to vital nonprofit agencies that turn donations into action. By managing the grant process of the Green Partnership Fund, the Community Foundation supports environmental programs that are making a positive difference in the lives of Pierce County residents.
Available Funding:
The Green Partnership Fund (GPF) is drawn from the Pierce Conservation District operating funds and strives to fund high-quality projects within each watershed. The funds are available for use in trimester increments during the funding period (May 01, 2011 through April 30, 2012). Funding is distributed to agencies through a reimbursement reporting schedule.
For this funding round (May 01, 2011 through April 30, 2012) approximately $100,000 will be available for distribution. The Green Partnership Fund grants range from $1,000-$10,000.
Qualifications to Receive a Grant: To qualify for a grant from the Green Partnership Fund, applicants must identify themselves as one of the following:
* Resident of Fircrest, Lakewood, Milton, Puyallup, Steilacoom, Sumner, University Place, Tacoma, or unincorporated Pierce County * Registered 501(c)3 tax-exempt nonprofit organization or be affiliated with a tax-exempt organization * Public or Private School, College, or University * Local Government or Washington State Agency * Public or Private School, College, or University * Local Government or Washington State Agency Additionally, Green Partnership Fund recipients must be willing to: * Work with Pierce Conservation District Staff when applicable * Post Pierce Conservation District cooperator sign near project |

Ranking Committee:
The Ranking Committee is responsible for reviewing Green Partnership Fund applications and making funding recommendations to the Pierce Conservation District Board of Supervisors for final approval.
The Community Foundation appoints the Ranking Committee to consist of representatives of groups with broad, county interest in natural resource improvement, agricultural conservation, and local food supply. Specifically, the ranking committee may include representation from:
* Tacoma City Council * Pierce County Council * Tacoma and Pierce County residents * Natural resource organizations with county focus * Interested City agencies * Pierce Conservation District Board of Supervisors * Pierce Conservation District Staff * Washington State Conservation Commission * Greater Tacoma Community Foundation Board of Directors
Staffing for the Ranking Committee is provided by The Greater Tacoma Community Foundation with support from the Pierce Conservation District.
Landowner Concurrence:
Projects that include activities on private property must include written concurrence including the notarized signature of the owner(s) of any property upon which projects will take place, if any construction/enhancement is involved. Projects that include activities on public property must include written concurrence from the responsible agency on agency letterhead.
Where appropriate, proof of insurance and/or construction bonds may be required as a component of GPF project funding.
Available Technical Resources:
The Pierce Stream Team, may be able to answer technical questions for applicants. Pierce Stream Team: Water quality testing kits, educational/informational literature, posters, or other materials, staff time to assist in project coordination and post-project monitoring.
