- Be a 501(c)3 tax-exempt nonprofit organization or be affiliated with a tax-exempt organization
- Serve the residents of Pierce County
- Not discriminate on the basis of age, race, color, religion, sexual orientation, physical or mental disabilities, gender or national origin
